Access to care for Justice-Involved

Access to timely substance use disorder and mental health services remains severely limited for people reentering the community following incarceration.

Many are confronting intersecting obstacles, including stigma, histories of trauma, instability, substance use disorders, and mental illness.

Recognizing and responding to their lived experiences with care and dignity will open the door to healing, hope, and stronger, more connected communities.

This report draws from surveys and focus groups with service providers and people impacted, offering practical solutions.

Overcoming barriers due to Insurance

Many people seeking substance use disorder and mental health services are facing months or even years of waiting for urgently needed care, leading to preventable and devastating life-altering outcomes, including overdose or suicide. These effects ripple through families and communities, with disparities in access to care further impacting marginalized communities, such as racial and ethnic groups, LGBTQ+ individuals, and people living with disabilities.

This report provides options and opportunities to improve access to care through both public and private insurance at the state and federal levels
